 Summary:
 Within the past 20 years there has been a shift in implementing contracted road maintenance through the use of performance-based methods. In most developed countries, performance- or output-based contracting of road maintenance operations has been effective, where appropriate conditions and institutional settings have been in place. It requires careful preparation in order to create a contract that is balanced and feasible, providing an adequate incentive for private sector participation. The paper presents the discussion and advice on the duration of such contracts, as well as on the long-term strategy to implement these.
