| | Summary: |
| | By-laws are a special category of general documents, which are different by name, brought and the legal nature and they have lower legal force than the law. There are several types of by-laws and one of them is the Rulebooks. Rulebooks elaborate certain provisions of laws or regulations of the Government. Adoption of regulations which governing geodetic activities originally has been initiated by the Director General of the State Geodetic Administration on the basis of which formed the committee led by a responsible person, and the head of the committee. All products which are made for the purpose of the SGA by private companies are not made for theyselves but have utility market value and therefore the role of the Rulebooks should be two-fold: on the one hand ensures uniformity of data, preventing the commission of errors in the work, and raises the level of professional knowledge on the other hand prevents the negative connotation of the implications that the product can have in the variety of applications. This article analyzes the contents of some of the Rulebooks and open discussion on whether the existing Rulebooks fulfil the purpose for which they are written. |
