CLASSIFICATION AND CATEGORIZATION OF STATE ROADS - COMPARATIVE ANALYSIS OF REGULATIONS

 Summary:
 Proper development and functioning of the state is impossible to establish without supporting infrastructure. Road network, as an element of transport infrastructure is a direct indicator of the level of development and as such needs to have defined rules under which the owner (manager) can put it to use, as well as rules intended for users. Since the road is the structure shaped according to the users needs and the environment in which it is located, and at the same time is changing that environment, it binds a wide range of features through which it is possible to make a division. The purpose of the division is to classify in groups all road directions that have the same impact on the global system road network-country development. Therefore, the regulations of each country define the criteria by which to perform the classification process. Unlike classification where there are many different divisions, categorization provides only one. This division follows the same criteria used in classification, except that it reviews their individual impact on traffic, social and economic sectors of the state for the purpose of categorization. The paper presents methods of classification and categorization of road network in several countries of the former Yugoslavia, and their comparative analysis in order to identify similarities and differences, as well as the consequences to the manner of management and prioritization of investment funds, maintenance, operation and connectivity with neighboring countries.
